The monument was opened to the 280th anniversary of the city in 2003. The stele with memorial tablets is installed in the memory of two obelisks of Siberian outposts that have been built on this place in 1824 by the architect I. Sviyazev to the arrival of Aleksander I. Then at this point there was an end of the city. Here also the Country Garden (now Gorky park) was located.
